Gears of War is. Gears of War 2 is not. But this is not Microsoft's decision, It is Epic Game's decision to release a PC version in the future.
Fable is. Fable 2 might be released in the future.
Halo 1 + 2 are. Halo 3 will probably be out after the first DX11 GPUs are released.

Fable 2 will not be released to PC and neither will Halo 3. They sold horribly on PC, not to mention the fact that last gen it hurt the sales of Xbox consoles. PC gamers just want a free ride, when they should know full well, Microsoft wants to make the 360 as profitable as possible. Buy a 360 if you want the games Microsoft is no longer allowing on PC. As for gears of war, it's obvious that since Microsoft published Gears of War on the 360 and PC that they do have a choice in the matter. They decided not to publish Gears 2 for PC, because Xbox 360 games need to stay there.

NO THEY DO NOT.
Epic Games licensed Microsoft the rights to publish Gears of War. It is the same as how Valve licensed The Orange Box and the Half-Life franchise to EA to publish retail copies. They own 100% of all rights to the games. They are just allowing a publisher to distribute their software. Basically Epic Games is using Microsoft to advertise their game, distribute their game, etc so they dont have to. Epic Games is big enough to publish their software but the choose to have others do it for them so that they don't have to fork out the money. If Epic wants Gears of War 2 on the PC they can always license it to another publisher.

What does Epic games have to lose then SSJ? All they have to gain is profit. I know they own 100% rights to all the games, because as I said they own the IP (just a shorter way of saying it). The publisher doesn't just help distribute software, they help fund the creation of the game itself. Publishers market, fund, manage and distribute games, while Devs create the IP itself. Epic wont put Gears of War 2 on PC because it was made for the 360. If they renew the contract for Gears 3 with Microsoft or sell them the IP, I will laugh, because you know the reason why Gears 2 went exclusive. Didn't it seem eeriely weird to you that the top 360 exclusives to come out in the past 2 years stayed off of PC? Put two and two together man.
