You can find those people in every country. In German TV there is a show called "TV Total" where about one year ago you could see teens, just finished with school, well just say they said similar stupid things.

That reputation is truer then true sadly. Texas is #48 out of the 50 states in overall standarized test grades and very low on the High School -> College ratio.
