technically its not a Bethesda game since Obsidian is the ones developing it though I'm sure Bethesda will be the ones publishing it. I actually wish it was Bethesda and not Obsidian since to honest they aren't very good at all from what I've seen and played by them.

Massive Fallout 3 fan so will definitely be getting this. On 360 though as don't have a PS3.

No, its going to probably be just like fallout 3, this should be DLC and not a whole new game. Fallout 3 for PS3 had no support anyways

In that screenshot, it would say one of those two options.

That is because games like the elder scrolls series and fallout 3 try to mimic what an RPG is suppose to be, though they fail imo. One of the things they try to do is make the story non-linear(though it ends up being linear anyway). That means that any voice acting would make it feel less like you are playing and more like some third party.
