He's talking about the potential re-release of Mother 2 (Earthbound) on the Virtual Console. Nintendo made a comment a few months ago that it would never be done due to legal issues. The game parodies a lot of different things, and Nintendo is worried they'll get sued. The reason why they could originally release the game years ago is because times are different. I believe they basically blamed the internet and how fast and widespread information gets transferred to people on it.
Then again, aren't there parody protection laws? I really think that if Nintendo put a little effort into it, they'd easily get a clearance for "go" on VC.

I don't think there would be parodies in the first place if there weren't.

There are. Why do you think comedians haven't been sued into oblivion by now?
Some things are parody-able. Some things are infringement. Music is in particular often falls into the latter. That song that played during the hippie fight is almost a direct rip of Johnny B. Goode in a 16bit version.
