I notice most in FF games the females just meh and to whoery

Judith and Rita (and Estelle, I suppose) were awesome. If anything, they were some of the more interesting characters from Tales of Vesperia (Carol and Repede were ok, but I didn't particularly grow fond of them). Yuri was a great main character.
For the most part, Edge from The Last Hope was a pretty strong character. He did have the one whiny spell after that unfortunate trip on a certain planet (I wont give any spoilers
).

I like the females in FF games. FF is truly an exception IMO. Yuna is the only $%#@# that annoyed me. They're usually fine as hell too.

Isn't it because Japanese developers (as well as the audience for jRPG's in Japan specifically) love the idea of personal growth, most easily shown in a teenage protagonist outgrowing his issues? I have read developer interviews saying that this is the reason for such whiny characters, although they didn't use the word "whiny".

Most developers are targeting a Western audience these days. Why aren't they creating characters like Marcus Fenix? He'd be a great lead.

They're trying to move around to that, but jRPG's have stayed Japan focussed. The companies that are looking West have made more strong silent protaganists, like the lead in Ninja Gaiden etc., but they're also not jRPG's.
