So since they finished a small slice of the game that means they're almost finished with the entire game? Games aren't made all at once, they are made in milestones and often times even have something called a vertical slice (it also goes by other names).
Milestones
For the milestones, it isn't always x part of gameplay has to be finished, sometimes it's also things like levels 1-6 must be shippable quality while levels 7-12 are still being worked on.
By that, about 50% of the game would be done and there is more than likely a demo candidate in that first half of the game.
Vertical Slice
A vertical slice is generally the first level that gets made (not always the first level). That level is made by a small core group and is used as the bar to measure the quality of the rest of the game. That level is made is shippable or near shippable quality and then you use that level to decide if every other level is good enough.
From that, you have an obvious demo if the vertical slice was an early piece of the level.
