If this article is true, how could it be anything other than bad for the PS3 consumer? There is a potential for this to cost major money to devs that have a hit demo. It probably won't effect the bigger studios, however the smaller ones are really going to feel the pain.
I wonder if they will charge the devs for bandwidth on updates? This could make game studios not want to make updates on games even.
