Number probably wasn't a lie, they just were retailer preorders. Meaning those are all games which stores preorders from Sony, including games on shelves. I doubt Sony ever talks about customer preorders because they don't know them exactly (most stores never report about customer preorders). I don't think even MS and Nintendo knows how many customer preorders there are for their games.
