When you use them do you mash the button and constantly use them or do you time when you use them.
I personally time them and hit the button once every 1-2 seconds. I swear this make you go faster than just mashing the controller.

as for being on topic, i usually just5 mash it constantly, unless i'm trying to get through a hard section of a course. (it sucks falling of the coarse because you couldn't slow down X(.)

Use it just like when you have 3 standard ones, it doesn't help if you just spam it, atleast for me it seems that way

I always presumed those items were on a timer, like they were in Mario Kart 64, where as soon as you used it once, you had a limited amount of time before it stopped working. Going by that knowledge, i always spam it
