This is one of those rare times I'll quote you and say that i agree. No doubt a lot of countries has talented developers, but if we base it purely on country, it's between those two. Region however, would tell a different story.
Japan: Capcom, Namco Bandai, Konami, Tecmo/Koei, Square-Enix, Sony Japan, Nintendo, Sega.... I think this is more then enough ;)

As a single country I'm going to have to say the USA, but that's just because they're several times bigger than any other country that's relevant to the gaming industry. I won't admit you guys being superior to the whole of the EU, though. =P
US, hands down. Japan may have more of the big name long-time companies, but lets face is... the majority of this generation's great games are coming from the US. And the greatest PC games have been coming from the US for much longer. But yes, as some have mentioned, Blizzard alone tips the scales quite a bit.
