For people who don't have access to those ethernet ports at home, you can get ADSL 24 Mbps for about the same price. You can get the same in Portugal for around the same price.

Yeah. Not owned by the government, but the building of the infrastructure was sponsored by the government 3-5 years ago by rufly $1 billion. But it's kinda slowed down in the last few years, many homes are stuck with the (maximum but often less) 24Mbps ADSL connections and will be for years to come.
