Besides, if they were so open about HD development they wouldn't have put games on the PS2 and DS for the last two years.

Developing an engine for a current-gen console takes awhile. And it is an RPG so it takes along time to dev.

They have to support themselves somehow.

I really doubt that anyone has spent more than 2 years developing an engine. It's a vaporware until an actual confirmation.
