Someone said Shadow of the Colossus. Definitely one of the best art-design works in game industry:

I remember how my jaw dropped when I saw the visuals for this game the first time. The title that single handedly made me not purchase a N64( I still played a lot of that at my cousins though :)
Doubt is not a pleasant condition, but certainty is absurd.

5 THINGS I'd like to see before i knock out:
a. a AAA 3D sonic title
b. a nintendo developed game that has a "M rating"
c. redesgined PS controller
d. SEGA back in the console business
e. M$ out of the OS business
^ that looks way to good for a Saturn game. damn Sega did a good job with NiGHTS
Killer 7 and No More Heroes and just so everyone knows these pics dont do these games justice.
Pacman taught people to run around in dark rooms munching on pills while listening to repettive techno music and for that I somewhat idolise him.

see the thing with Wind Waker is this. sThere were at least 3 or 4 other Cell games that had been released in recent years (such as JSRFuture) that were much better graphically than WW. I think the review crews at the time Overrated it totally. I COMPLETELY disagree with anyone who says Windwaker was a visual best or even near the top.

Okami. Followed very closely by Shadow of the Colossus and FFVIII.No new generation game even compares to the beautiful art style of these masterpieces.
