off the games i've played so far, GTA 4 and Far Cry 2...

60 hrs in on GTA and I had fun the whole play through. Far Cry 2, loved the graphics and the enviroments, was nice to be stealthy...

Fallout 3 I've heard is great

GTA4 is the best sandbox game

Saints row 2 was fun

I'll go with World at War though. Its just fun. Even though its a duplicate of CoD4 with older guns.
