Actually these Platinum Films usually do stay in "vault" for the entirety of a format.
Movies like L&TT, BatB, Bambi, Jungle Book, LK, SW etc. all only had the one Platinum release on DVD. Sleeping Beauty was the exception had 2 (with a Special Edition back in 2003) and both were quality releases and the newest was an upgrade.
Some movies like Pinocchio and TLM had an initial bare bones Gold Edition DVD release but those were a massive failure and were added to the Platinum edition line which actually are HUGE upgrades. Some movies like Hercules, The Great Mouse Detective and The Rescuers only got the one Gold Edition release.
The big con they have is the re-releasing of movies like Sword and the Stone, Fox and the Hound and Oliver and Company and Aristocats (who were prior to this under the Gold Edition) with "new" 1/2 disc editions. The new edition DVD's have a slightly better transfer with zero new bonus features of any substance. (sometime losing ones from the prior release)
