Because there is a larger online community and XBL is a better (paying) service than PSN.

Don't forget that the focus of MS is the online service while Sony still seems to consider it a gimmick...

Could be something else..

Evan Wells (Uncharted 2): I think the differences that you see between any two games has much more to do with the developer than whether it’s on the Xbox or PS3.

Xbox Live Gold offers those kind of bonus. Not just COD, but a lot of other beta testing games are only available for Gold Members.

Prolly because noone plays on PSN while Live is hugely popular. You want 5 million beta testers or 500k.
