Because they aren't going to increase their development time by another 6-12 months, spend all that money on the engine and creating extra assets for Blu Ray just to decrease their revenue and profit by releasing it exclusively on one system.
GTA IV - XXX City 18 months-2 years (multiplat/higher return on investment)
GTA V extra 6-12 months, and for what gain? Not a significant enough margin of improvement over the other possibility in terms of graphics/gameplay/whatever.
We're talking about a game with seperate development teams for each console which somehow managed to achieve both a higher frame rate and resolution on the Xbox 360 version. How can anyone say that it would be a significantly better game if it were PS3 only?
Do you know what else is sexy, theres all this talk about the Xbox 360 reaching its limit when it hasn't even used tessellation yet! More ram saved, more speed, more detail. Check out late 2009 if you wanna know when you can see it.
