TLR exclusivity is the "Stickball exclusive" - I'm calling it out because things have just seemed too fishy for me as of late - They're bundling it. The PS3 version gets delayed, ect. I think Microsoft may pull a trick or two to get it as an exclusive - but possibly a Resident-Evil or Symphonia exclusive in the way that it's only getting made for the X360....Then put on the PS3 at a much later undisclosed date, and announced after TLR has had it's effect on the market.
See, the thing is, I don't think that Microsoft has any other "top tier" game for Nov/Dec in Japan outside of TLR, and maybe Banjo & Kazooie + Fable (and neither are going to sell anywhere near TLR). Because of that, MS needs a real hardware mover that Blue Dragon was 2 years ago. And last year, MS had AC6, Dynasty Warriors and Lost Odyssey...
That is, unless MS gets Cry-On for a suprise 08 release date, or another notable IP.

Dragon Quest 10 on the 360? Well microsoft said they could have afforded FF13 as an exclusive but they didn't want to pay for it. Maybe thats because they spent all the money on dragon quest? Thats pure speculation and its obviously not going to happen lol.
A dragon quest would have to be bundled ridiculously, it'd be funny to watch.
