PS3 is terrible in Japan, but 360 will be below it again for weekly sales soon enough.
I suppose in general it depends on what timescale you are talking about, but in terms of the whole generation, the 360 only really has a chance to beat the PS3 in the Americas (USA, Canada, Mexico mostly) and the UK.... I'm no fan of the PS3, but being realistic those are the only 4 countries of any significant gaming size that the X360 could outsell the PS3 this generation.

I think it can win others..Netherlands charts often show the top 360 game>the top PS3 game, as do Swedens.What about New Zealand, Taiwain, South Korea, Mexico, Austrailia (360 had 550k sold there according to recent info) etc?
Basically USA, Canada, UK, Australia probably enough for 360 anyway. PS3's horrific struggles in Japan helps.
The USA market is almost as big as all Europe (or bigger depending)..so if 360 can win UK and be competitive in the rest of Europe, it will win. Yes the year headstart was an advantage, but a fairly earned one that cant be discounted.
Going forward, the 360 userbase is too big to ignore (so is the PS3's..), so every major 3rd party title will be on both systems. I tend to think the natural choice will be for people to buy the cheaper option to play them, of course 360.
Time will tell but it's late 2008 and PS3 is still in third and the days drag on. The myth that PS3 was going to quickly overtake 360 is just wrong at this point. Whether it ever will is an open question.
