That depends entirely on how good the people that made the game are. I've seen 2D games with 2D sprites bog down mmy Desktop, it was a game my friend made very quicklike. I've also seen some seriousy good optimization in some games. It's the same thing as it is on consoles.

I don't know how M$ will be able to fullfill your first point considering that they lost Bungie and hey just closed Ensemble, their most respected developer.

True. Closing one of your best studios for cost is a bit queer. But, they are doing additon by subtraction, i.e: Spawnpoint(?) studios. IMO, It would be a mistake for MS to not improve their own offerings.
The Interweb is about overreaction, this is what makes it great!
