At worst it's a best-of the 6th gen in terms of processing. It has the Gamecube's efficiency (powerful parts that are inexpensive and power conscious), the Xbox's speed (as has been proven by the numbers on the Processor chips), and the PS2's flexibility (the extra processing units allow more flexible effects that the PS2 used with its vector units*).
It's just not a total best of because it has less internal memory than the Xbox, and it has the Xbox and GC's combined memory, but not combined with the PS2's total memory.
Okay, there is the Dreamcast, but adding any from that system would just have been icing.
* If the incompatibility issues had not gotten in the way, it could have nearly matched the othe system's in terms of graphics.
