I'm a guitarist, but the two are pretty similar, so I suppose I could help you out.
Though bass is far from my area of expertise.
First tip: Never use a pick. The best bassists don't, like Steve Harris, Cliff Burton, etc. :P
Get a cheap bass - Rogue, OLP, Squire or Ibanez to ensure you actually like bass before you get into it a lot.
Practice. A lot. Get better. Learn to play your favorite songs. Learn scales and how to use them in songs.

As Mrstickball said practice as much as you can.
I play Accoustic myself and keyboard and still have to work to make a living.
check out you tube usually it will have some lessons on it.
If you hit g then hit b then hit d then e then f.
all the time counting 1 2 3 4 1 2 3 4 etc.
then back down to e then d then b. still counting 1 2 3 4.
that is a basic blues bass run in the key of g major.

My first tip would be: NEVER take advice from someone who admits a lack of knowledge on the subject.
I use both fingers and pick, it's just a matter of what the job calls for. Explore a variety of styles!

If you're going to play in a cover band then check out YouTube for live performances of the songs you're doing.
BTW, one of the coolest bass lines ever was played with a pick.

As far as cheap basses go, Squire is one of the best.
When you're ready to upgrade look into something with the neck-through body for better sustain.
STAY AWAY from the cheap Ibanez, I had one, it was much heavier than it needed to be and sounded like crap.
You will also need a good amp, I would recommend Peavey, they have a good sound and you can get a good deal on a used one.
