I believe this is just another case of the difference between shipped and sold to consumer. That would account for most of the difference, and then if adjustments were necessary after that then perhaps they will happen.

and by sold, they more than likely mean sold to retailer, instead of sold to consumer. It's much easier and sounds better when they track the former.

these retailers haven't sold all these 1 million copies to consumers yet, else the game would be sold out atm.
