From what i know of you. I've got to say Disgaea 3.
I mean look at it this way... it's a known quantity sicne you like past Disgaeas and it's almost definitly the game that offers the most replayability until you get more money.

Too Human is off the table, so let me ask you.
Did you play Disgaea 2?
If you did, and you still need help with this decision, get Vesperia. Why?
By inference, the very presence of this topic tells me that one of two things is true:
A. You never played Disgaea 2
...or
B. You did play Disgaea 2, but didn't like it enough to make you consider Disgaea 3 a day one purchase.
There is no way that you are simply a huge fan of Disgaea and Tales, or Too Human wouldn't have been in your list.
So, my reasoning is as follows:
I did play Disgaea 1 and 2. While it is not necessary to play past itterations to understand the story, it is very likely that you will miss out on hidden meaning and cameos.
On top of this, Disgaea 3 has changed very little compared to its last gen itterations. Therefore, buying them for very cheaply(20 bucks or less) would give you far more for your money than buying a new one for 65 dollars.
Vesperia is a stand alone game. Its past itterations may not have looked far worse than its current itterations, but Abyss is full of slowdown and the gameplay looks to be much improved on the modern consoles.
It's a tossup as to which game will resell for more in the short term, however, Disgaea 3 will never be worth what you're paying for it on launch, nor will Vesperia.
So, by my deductions, I can't see how choosing Disgaea 3 would be the right choice, assuming you didn't play/love the second one.
On the reviews, Disgaea 3 and Vesperia should both fall well short of what we consider AAA, as the games are basically improved rehashes of past games, in a genre that reviewers hate the most. You can quote me on this when the "ZOMG Vesperia flopped" threads start popping up because the game averaged an 8/10.

Tales of Vesperia - Just for the awesomeness. Best 360 special edition so far for me. SteelBook!!
Disgaea 3 - Pre-order for the free soundtrack CD
If not for the pre-orders I would buy them when they go cheap. Actually Tales I would buy, I love Tales.
Also, one more thing from me.
I'm not sure as to your gaming experience, but if you have never played a sRPG, let me strongly urge you to test one out, and not to assume that it's just like a jRPG with squares.
It has characteristics of that genre certainly, but you are looking at entirely different gameflow, gameplay, and pacing. Not everybody likes this genre, and in fact, I'd guess that more people who try it, hate it, and not.
Good luck with your decision, and I hope you let us know. I myself, am waiting on reviews before I preorder anything.

ToV, definitely. Disgaea 3 is just going to be another grind-fest, and Too Human is receiving pretty lackluster reviews.
