A logical explaination of that would be that some hobbyst in SEGA has been tucking away games for quite some time now, and only now did SEGA discover this room for themselves.

sega posted in their blog that they didn't forget. It was that nobody told the guy who was tasked with taking pictures of the entire office prior to everything being moved that it existed. I can't post the blog post because what I assume to be a large influx of traffic has completly "destroyed" the server upon which the blog is hosted.
