This news is somewhat old, but a lot of people still seem to believe it won't be there:

Square Enix has confirmed to VG247 this afternoon that Final Fantasy XIII will appear at E3 this year.

“There’s going to be more things happening for XIII at E3,” said a rep. “That’s all I can say at the moment. And throughout the year there’s more things planned as well, which should shed more light on the release timings.”

The news comes after a story saying FF Versus XIII had been put on hold to assist in the development of FFXIII was proven to be incorrect.

Confirmation the game will show colours at the show will come as great relief both to fans and Sony alike. Big trailer megaton for the press conference, please.

This is going to be a huge week. The info will come in droves, so much that I don't think any of us will be able to read it all fast enough.

there was a article at IGN or something saying that FF 13 would be at E3 this year but it was from awhile back..... like may or something

I'm not sure but I think they'll have a big showing at TGS and forget about E3. I mean I don't think they have closed theaters at E3 like at TGS.

 

Well when companies show off their lineup of games before E3, they don't show everything. I don't remember anybody explicitly saying FF13 won't be there, so you never know.
