MGS franchise would cease to matter if Kojima really retires. FFXIII has more of a reason to remain exclusive than even mgs4. Why? Because there would be a larger PS3 base at the time of its release, mgs4 has already acted as the guinea pig by proving that this iteration can sell like its counterparts despite a smaller user base and most importantly, if mgs4 can move the hardware it did in Japan, think about FFXIII (remember that no mgs game has previously mad a mil in Jaapan while no true FF released on the PS line of consoles has done less than 2 mil in Japan)!

It depends on several factors. Since the PS(X) doesn't have the commanding userbase lead anymore it makes sense now to consider going multiplatform for the franchise.
If they could sell 3 million or 5 million at an extra cost of $10,000,000 but with $60,000,000 in extra revenue there are strong arguments to do so. It will also help boost future sales of the franchise by making it available to more gamers. The same applies to Kingdom Hearts 3 as well. They are a third party, so they do whats in their best interests.
