The second set is in-game, definitely. Noticeably lower quality of the lace on her dress sleeves and her hair.

I don't see the difference in the hair or the dress. You're comparing an up close picture to further away pics which is pretty unfair. We'll have to wait to see what we get. I remember RE4 had something that looked pretty close what we see in the outside pic in FF4. So I think it could go either way.
