I don't know WHY he's not showing up. I fully completed The Maze stage and I went back several times in it to see if I did save Ike, but he's not in there. I cannot find Ike in my character selection screen in the SSE, so I don't know what exactly happened...I'll take a photo of it:

You may have passed him in the Subspace area where you had to recollect everyone. I missed him on my first pass as well. I forget which door it was, but if you go left instead of right out of one of them you'll see him. (Least I think thats the one.)
