I dont know that much historically to be sure, but i do know Halo 2, Vice City, and San Andreas all outsold their predecessors on the same console. Gears sure does seem like its in the same vein as those IP's to me..

For a final comment: any inference that a title "that sells 3m copies bombs" is ridiculous.
MGS4 has sold 2m to date, and that is doing pretty well.
