Well  there are quite some levels which are easier than CoD2 (which I completed veteran on my PC) and some very frustrating levels (Charlie Don't Surf for example). However I never completed any level in CoD3 on veteran so I can't answer your question here.

The hardest levels on CoD4 is the escape part in the Sniper mission, and the stupid hallways in the before-last mission. Other than that, just remember that if you stay in a certain area for too long, guys will just keep spawning all the time, so you might want to clear certain areas as fast as possible.

Why is Bionic Commando Rearmed 2 getting so much hate? We finally get a real game and they're not even satisfied... I'm starting to hate the gaming community so f****** much...

Yeh, that is about right, the last bit of the sniper mission was just impossible!

I could do the sniper part on veteran, although frustrating, but I couldn't for the life of me do the silo part near the end. That's what made me trade it in, sheer anger at that one part.

Means its going to take even longer to get RB2 Achievements and finish the tours. Seeing how RB is keeping me playing still after about 4 months, I think its safe to say RB2 will keep ppl busy for much longer.
