Lets not be to hasty, there is 4 years to go before declaring who flips where.  We will see how things shape up to see how long that last or not.  Interesting enough, lets see how rounding up all these illegals happen and how its going to be done and determined.  Not like it could not have been done a long time ago with plenty of Republican presidents.  Is Trump going to send in military into every state to accomplish this task, I am sure that will cause all kinds of happiness.

President-elect Donald Trump reportedly plans to appoint his former senior adviser Stephen Miller as his deputy chief of staff for policy. Miller will play a key role along with Trump's border czar Tom Homan and South Dakota Governor Kristi Noem, who will reportedly be the secretary of the Department of Homeland Security. Miller is the architect of Trump's anti-immigrant agenda, an avowed white nationalist and a man who is spurred by his "animus to the notion of the United States as a multicultural and multiethnic democracy," says author Jean Guerrero, author of _Hatemonger: Stephen Miller, Donald Trump, and the White Nationalist Agenda_.

Guerrero says the Trump administration's "obsessive deportation" attempt to "radically reengineer the racial demographics of the United States" will "backfire" on the U.S. economy and destroy "the United States' global reputation as a safe haven for the persecuted."

Although it's unclear what level of power this position will have. I believe his work will most certainly need to go through the House and Senate to see any form of action on them, kind of an unofficial/unelected house representative only able to propose a bill without voting power.

This is one of those yes and no situations.  The President can reorg federal agencies but congress can intervene if it deems such reorg needs oversight.  Now if Republicans get the house and Senate, well Musk and Trump would probably be able to do a lot which would be interesting to see what they concentrate on.
