Pokemon will forever having the largest rotating cast in Smash due to how many reps it already has and how many Pokemon exist.
Gen 3: Plusle and Minun. According to datamined code, they were apparently considered for Brawl. It would be cool to have another duo fighter. And Pichu will obviously be cut in future Smash games, so it's not like they will have much competition with it.
Gen 5: Zoroark (In Smash 4 and Ultimate as a Poke Ball)
Gen 8: Urshifu

The last thing we need in Smash 6 is more Pokemon or Anime Sword fighters. I personally hope they go with the originals and add characters from games that were successful during the Switch years or beyond, first or third party. Have one Pokemon and be done with it.

No bombs or mediocre sales representative allowed. If you didn't move at least 2 million units on Switch 1/2 in your last game you don't get invited. Less redundancy with game series, more uniqueness.

I feel like there are so many Pokémon already that I could just say random gibberish and a Pokémon would be already called like that.

Unless they have games out on Switch or anticipated to be out in the near future, that is correct. And I main Captain Falcon, it's a worthwhile sacrifice.

No more Pokemon in Smash. Then it becomes the Fire Emblem problem. Just give Pokemon fans Pokken 2 with a much larger roster

One of if not the worst ideas I heard someone say yet about smash. Make a Sales quota for characters. That is so dumb lol. So just Mario and Zelda and Pokemon. Goodbye, everyone else not a 3rd party character rofl.
