Eh I don't think they're comparable.
As I said, Everwild was only revealed 11 months ago, where it was still in pre-production, the game is very early in development, Microsoft for whatever reason chose to reveal it so early, the team size as of its reveal was only 50 as well.
I stand by that people are reading too much into that quote as well, they never said they don't know what the gameplay will be, they said they were playing around with gameplay ideas which could mean a number things, the core gameplay could be down but they are playing with ideas on how to expand it.
As I said, Louise O'Connor led Everwild during its incubation stage, she has led all the promotion for it, she was Executive Producer and is a veteran of Rare, she is now taking over Simon's role according to VG Chronicles.
When spoken about back in July 2020, Craig Duncan referred to Everwild team as Louise O'Connor's: "I think with Everwild, Louise [O'Connor] and her leadership team are really passionate about giving players a world that they can just lose themselves in — you know, a lot of nature feels magical."
I don't know why Simon left but I don't think anything points towards him being forced out.
Although he originally joined Rare as creative director for the entire studio, it’s understood that Woodroffe’s duties were shifted to Everwild, as Sea of Thieves became well established under the leadership of veteran Gregg Mayles and producer Joe Neate.
Maybe he left cause he was technically demoted from Studio Creative Director to Everwild Creative Director and has a better job offer elsewhere?
No reason was given for the creative director’s decision to leave, though studio sources told VGC that he had been absent for some time after submitting his resignation earlier this month.
Although this sounds more like it could be for personal reasons.
343 meanwhile has awful management, no doubt, 343's fuck ups are generating bad PR for Xbox's other studios, I doubt this would even be cared about had 343's employee not resigned.
