Tbf Joe has always said that he didn't actually change much about Infinite, aside from adding some minor things, it was mostly him invigorating the team, the content was already locked in but it had to be polished up for launch, I suspect it would have launched with the same content but it would be a lot more buggy/broken without the right leader.
But it was Joe who convinced Xbox to give them an extra year so if it launched in 2020 still then yeah, likely a lot less content.
My speculation would be that the content we have in Infinite was only made very recently, like a year or two before launch, I strongly suspect the tools are a bit of a mess, Infinite's only issue is content and it's coming so damn slowly, 343 have moved faster than this before, I think something went wrong in the revamping of the engine and it needs more work, of course, the contractor issue is a nightmare too, they likely lost a lot of contractors once Infinite shipped which is lost manpower.
Keep mentioning it but Destiny 1's engine is built off the same engine that Slipspace is (Blam) and that was reportedly awful, just a quote on how bad it was.
“Let’s say a designer wants to go in and move a resource node two inches,” said one person familiar with the engine. “They go into the editor. First they have to load their map overnight. It takes eight hours to input their map overnight. They get [into the office] in the morning. If their importer didn’t fail, they open the map. It takes about 20 minutes to open. They go in and they move that node two feet. And then they’d do a 15-20 minute compile. Just to do a half-second change.”
Wouldn't be surprised if we're looking at the same issues with Infinite Tbh, end of the day, Slipspace is still built off Blam.
