i could see why you would say mass effect it has some excellent voice acting as far as games go but everytime i heard bohan i just went 
Zelda:TP, you can't beat the grunts moans as each character tries to over come the fact their mute. LOLz
but seriously, I thought Sly racoon had some great voice work
Pretty much every early LucasArts adventure game had phenomenal voice acting. Sam and Max especially.

For me it is Snake (David Hayter). I just have recently had a similar discussion with a person in one of my classes.
The voice of King Bohan is done by Andy Serkis. Many people say that they do not know who does the voice of King Bohan. They are familiar with his voice if they have seen The Lord of the Rings trilogy. He did the voice for Gollum. He played Sméagol in the beginning of the third film. He should have won the best voice acting award for last year even though he did not. For me Andy Serkis will go down as one of the best game voice contributers to date.

Metal Gear was one of the first games to take voice acting really seriously, but nowadays quality voice overs are everywhere. I can't pick a favorite.
