No but going by history of ports, its the most likely out come. 

Looking at the graphics of the leaked screens, it doesn't look like anything PS4/Xbone couldn't run at 60fps, but don't count your chickens before they hatch; all previous Sonic Racing games by Sumo are 30fps.

you can say the same thing for all 3d sonic games, but sonic forces was 60fps on ps4, and since this is coming to switch it most likely wont be anything to demanding.

Well, not all 3D Sonic games, Lost World was 60fps on Wii U years before Forces. And the original Sonic Racing was 30fps on PS3/360 despite also being on the Wii. Still though, I would't be surprised if this is 60fps on PS4/Xbone simply cos the graphics in the leaked screens look pretty simple by modern standards. Still though, it's not a sure thing just yet.

I expect the game to be a letdown not being all stars hurts it for me.

Obviously Switch, both Sonic as a franchise and Karting games lend themselves to Nintendo and it's audience.
