He won a very close final round with 26 votes while his rival RavenXtra got 22 votes.

On a personal note, I'll add that this is very well deserved. TalonMan came back with a bang in 2017 and provided many improvements to the site I'd never would have thought possible such as reviving the game database and he did all this on his own personal time.
