It's possible I guess. Both sides of the argument have merit to them. Marvel itself is just going from success to success at this point with their films, and just the name of the Studio is enough to make a film a success at this point. On the other hand Wonder Woman is a much more recognizable character that Black Widow, but Widow does have the benefit of having appeared in several films already.
Of course, things like critical reception can affect the box office returns too. Marvel is consistent enough that any Black Widow movie they make will likely get a good reception. If I would have to guess I'd say Wonder Woman will be the more commercially successful film, but Black Widow will still make a lot of money as well, just not quite as much.
