172.9% is not that outrageous. Need to remember 70% of 2016 sales would be 3,412,773 using Famitsu's data for 2016 (a decrease YoY), 170% increase is 8,288,163 sold (an increase YoY). I think you may be understanding %'s incorrectly in this case, 100% equals same level, 50% equals half the level, 150% equals 1.5x the level. If anything the wording was just incorrectly phrased.
This is all using Famitsu data as comparative to 2016 console sales which according to the link below sold a total of 4,875,390 game systems in 2016.

Using just the information that Famitsu has provided, they believe the Switch by itself sold somewhere around 3.3 million or so in Japan alone in 2017. That is equal to 67% of 2016 total game systems (PS4, WiiU, XBO, 3DS, etc.) in Japan sold.
Using data from the charts forum. About 4.2 million "other" consoles have been sold in 2017.

Combining the 3.3 with the 4.2 equals 7.5 million estimated. Which is close-ish to the number of 173% increase (number is closer to 165% though based on what info I had gathered though it may be incorrect).

Same game but the 3DS has 3D on top and 16 bit on the bottom screen.

IMO, its more likely the website that the OP linked from just phrased the title incorrectly.
The Famitsu website source is talking about hardware sale numbers and not revenue numbers.
