Actually you would notice a much bigger difference going from 1080p to 4k because its not just the jump to 4k that has been improved. The help with HDR + 4k makes it a giant leap. Only difference between 720p and 1080p is pixels. These days its a lot more than pixels, the big jump in colour and HDR is the icing on this delicious cake..
Diminishing returns would only work if we are only talking about pixels.
