idk, I feel like this is a very appropriate response given the survivors of the attack likely WANT prayers given their religious affiliation. It was worded a bit badly. I think what he wanted to try and allude to with the phrase "if prayers did anything" is the inaction of congress which could actually do something but isn't. He was talking to Paul Ryan after all. "Worthless sack of shit" was absolutely appropriate though.

Also how is this early? If anything it's rather quite late considering the amount of mass shootings this year which if I recall correctly is a lot longer than 24h.

Suspected gunman named by US media

ABC News, citing law enforcement sources, have named the suspected gunman as 26-year-old Devin Kelley from New Braunfels, Texas.

Police have reportedly searched his home for explosives.

It doesn't. It's just makes it so they need proof  that a person is mentally ill before they can be barred from owning a gun.

The idea of it being made easier is that it will be difficult to prove, due to the nature of the written law and of mental illness that someone is mentally ill. So a lot of time and effort will have to go into barring someone from owning a gun that will likely not happen.

Today, I went to church with my parents (very rare) and notice a police officer. I was thinking to myself what a waste of money and resource. I couldn't be more wrong. We need security guards at public places because these mass shooters target people who can't defend themselves. Cowards.
