Just have them as modes for their base characters.
Pick Mario, then decide: Tanooki, Baby, Metal or standard.

How about some characters from the RPGs?

I get that Geno might by a little difficult because you'll have to run that by Square Enix first.
But what Count Bleck, or Goombario (or just a Goomba in general), or the Teenage Mutant Ninja Turt... I MEAN, the Koopa Bros., Goombella, Madame Flurrie, Vivian, Antasma, Starlow, etc.

There's a gigantic pool of characters to choose from in the Mario universe across all the games.

Plus, having all of these characters in Mario Kart would raise awareness of the RPGs that they are in and who knows, a couple of curious kids might ask Mommy and Daddy for a copy of Dream Team, Superstar Saga, or Thousand Year Door, or Super Paper Mario. And if they really like what they play, you just planted the seed to expand the audience for the Mario RPGs.
