I need to go find the source, but on the top of my memory, the Ps3 sold just as much if not a little more than the 360. However, the 360 had a much higher attach ratio (almost 2 to 1). It's because of two things. 1. It dominated regions that buy more software for their consoles (North America and U.K.) 2. It also played multiplatform games better so it attracted the hardcore gamers.
That's the other thing, if the Xbox One X just does well in North America and U.K. than the Xbox one X is a success because those regions buy more games for their console than any other regions. Right now Xbox is domination latin America, but it isn't a huge win because they don't buy a lot of games compare to the other countries.

Last gen the 360 had an early lead, got all the early adopters which encouraged their friends to get a 360 as well. The ps3 might have caught up to 360, yet that was much later during the gen and it never caught up in the US and UK. All those what you call less software buying regions, helped ps3 catch up to the 360.
This gen ps4 has the lead in the core crowd, and a year headstart with the 4K console crowd. Even XBox One X catching up to ps4 pro sales in US and UK (which I doubt will hapen) won't close the software sales gap. It will sell decently, yet more like psvr than ps4 pro.
