Budget so it's not so graphically or resources intensive. Don't need over inflated budgets for a good game.
Nothing because games games look and run fine at 30 FPS.

To me, 60 fps isn not that important, unless it is a fighting game. 30 fps is enough to me, so is 1080p.
So I prefer better graphics instead of 60fps.
