It just wasn't as big news back then I guess.

I guess BBC are incapable of keeping a secret from leaking out, so they just announce it.

I'm not sure about the first three regenerations, but I clearly remember the 5th Doctor (Peter Davison) being announced in advance. Tom Baker had been in the role for so long at that point and had been so successful that a replacement for him had become a big enough story to make the news headlines. After that, each subsequent actor was announced in advance.
