All the aforementioned games also use 3D models yet are still 60fps, and every Nintendo game gets polished near the end of it's development. Mario Odyssey and Splatoon especially are fully three dimensional with a lot more going on. If Kirby is somehow more demanding than these games despite not having anything to show for it then that's incompetence/laziness on the developers part.
No way the framerate gets doubled just one month from release. Believing so would be setting yourself up for disappointment.
