This also has to do with them announcing games years before releasing. This results in them having to show the same games over multiple conferences.

Well, most of their games release within less than 2 years.

That does not make sense because between conferences games that were announced several years back would be released so they do not need to show those games again. You know what I am saying? Like they could have shown Sucker Punch's game or Bloodborne 2. But then next year, there would be no Uncharted, no GoW, no Horizon, no GT to show so they'd show other games that are further away.
It's clear that they're holding back for PSX. They had more announcements at PSX last year than E3 last year.

True but some big names they've shown off have been known to take a very long time to see the light of day.

Lol especially if it involves new ips?
I know TGS isn't that big anymore but the ps4 gets a good few Japanese titles announced for it by third parties there. Medium to small titles but still nice additions to its line up.
