For people who prefer framerate the PC is generally the only option, altough with the scorpio supporting AMD Freesync (which is huge) I guess that is the first decent alternative.

Anyway, better graphics over resolution but resolution also gives a general boost in graphics especially higher resolution textures which isn't really a "resolution" increase but a graphics increase show huge gains even on 1080p or lower.

It depends on the game: Polybius looks amazing to me, as in much better than Robinson: The Journey on base ps4, resolution + frame rate > graphics. I also prefer to look in the distance, where I'm going in racing games, so again resolution + frame rate > graphics

For RPG / Action Adventure / Horror games graphics > frame rate > resolution. The story is in the world details, so put in as much detail as possible.
