Resolution and graphics are closely tied together. A game made to look good at a particular resolution will look plain and empty at a much higher resolution. Drop the resolution too low on a game made for a high resolution and you'll miss important details.

It depends on the game: Polybius looks amazing to me, as in much better than Robinson: The Journey on base ps4, resolution + frame rate > graphics. I also prefer to look in the distance, where I'm going in racing games, so again resolution + frame rate > graphics

For RPG / Action Adventure / Horror games graphics > frame rate > resolution. The story is in the world details, so put in as much detail as possible.

Thanks for explaining it in detail. It all depends on the game and what its designed to accomplish.
